Dr. Stephen Hahn-Smith is the Vice President of Quality Management at Anka Behavioral Health, Inc. In this role, he is responsible for overseeing efforts to improve quality of care throughout the organization, setting clinical documentation design standards, preparing for audits, conducting consumer and staff surveys, preparing for CARF accreditation, and ensuring compliance with local, state, and federal regulations. In addition, he is leading the effort to implement Anka’s Electronic Health Record (EHR) system across all programs.
Prior to this position, Stephen spent over ten years in various quality management roles in Contra Costa County’s Division of Mental Health, including Health Services Planner/Evaluator, Research & Evaluation Manager, and Quality Management Program Coordinator. As Quality Management Program Coordinator for Contra Costa Behavioral Health Services, Stephen oversaw Quality Improvement, Utilization Review, Utilization Management as well as the Research and Evaluation unit.
Stephen has been involved in program evaluation since 1995 while a graduate student at the University of New Mexico. He has been involved in several large-scale, cross-site studies, including the CAASP Infrastructure grant in New Mexico; the statewide children’s system of care evaluation while at the University of California, San Francisco; and several prevention related cross-site studies while at EMT Associates.
He holds a Doctorate in Experimental Psychology from the University of New Mexico in Albuquerque, a Master’s in Education from Harvard University, and a Bachelor of Arts in Psychology from the University of Colorado. He is also currently pursuing his MBA at Sacramento State University.
Stephen enjoys skiing, triathlons, and going on trips with his family.
